PHBA WORLD CHAMPIONSHIP HORSE SHOW RULES

This show shall be hereinafter referred to as the PHBA World Championship Horse Show (WCHS).  The WCHS shall be conducted in accordance with, but not limited to, the following: the current year issue of the Palomino Horse Breeders of America (PHBA) official rulebook, WCHS Rules, National Cutting Horse Association (NCHA) rulebook, National Snaffle Bit Association (NSBA), and any amendment adopted subsequent thereto. Every exhibitor, owner or judge will be responsible for knowledge of the rules.  This World Championship Horse Show Rules supersedes any other information to date.

 

Adding Classes

A horse that is already entered in the WCHS may add a class according to the fee schedule and postmark under which the horse's initial entry fee was accepted until 2:00 pm of the day preceding the class.  An office charge of twenty-five ($25) dollars per class will be added to the fees.

 

Alleyway and Arena Procedures

To avoid congestion, persons other than contestants in the class, team roping partners, herd holders and turn back help and the WCHS officials may not be allowed in the arena or alley during the judging.  In halter classes when changing horses, only one groom will be allowed per horse to bring the horse to the exhibitor in a previous class.

 

Amateur Golden Horse

Horses must enter at least five Amateur events (Halter, Color and/or Performance classes) to qualify for the Amateur Golden Horse Award.     The horse/amateur team accumulating the most points in the WCHS will win these awards.  A horse/amateur team will receive one point for each horse placing below them plus one point.  Points are calculated through tenth place.  Should a tie occur, the winner would be the horse/amateur team earning points in the greatest number of events.  Additional ties will be broken in favor of the horse/amateur team with the most first place awards.  Should a tie still occur, the winner will be determined by the flip of a coin.  All amateur/horse combinations must comply with PHBA Amateur Program rules.  Similar classes in different divisions will not be counted towards the Amateur Golden Horse Award.

 

Amateur Select Golden Horse

Horses must enter at least five Amateur Select events (Halter, Color and/or Performance classes) to qualify for the Amateur Select Golden Horse Award.  The horse/amateur team accumulating the most points in the WCHS will win this award.  The horse/amateur will receive one point for each horse placing below them plus one point.  Points are calculated through tenth place.  Should a tie occur, the winner would be the horse/amateur team earning points in the greatest number of events.  Additional ties will be broken in favor of the horse/amateur with the most first place awards.  Should a tie still occur, the winner will be determined by the flip of a coin.  All horse/amateur combinations must comply with the PHBA Amateur Select Program rules.  Similar classes in different divisions will not be counted towards the Amateur Select Golden Horse Award EXCEPT Amateur Halter and Amateur Color.

 

Arena Gate Calls

The time limit of a final gate call shall be one (1) minute. Exhibitors are requested to be ready and waiting in the make up area so that the classes may enter the arena promptly.  It is the Exhibitor’s responsibility to report to their class on time. Once the gates are closed, exhibitors will not be admitted into the arena.

Attire/Equipment Judge(s)

An attire/equipment judge(s) shall be employed by and be a representative of the PHBA.  The attire/equipment judge(s) shall be responsible for all attire and equipment interpretations.  All decisions and actions of the show management and or attire/equipment judge(s) are final.

 

 

Awards/Trophies

Any awards or trophies not picked up by the end of the World Show and need to be shipped will be at the owners’ expense.

 

 Camping/RV Hookups

Coggins/Health Certificate

All horses arriving on the grounds must have a current 12 month Negative Coggins (EIA) and a 30-day Health Certificate.  Both Coggins and Health Certificate must have the horses Registered Name.  No barn or nicknames will be accepted. 

 

Documents Necessary to Pick up Exhibitor Packets

In order to pick up your Exhibitor Packet, which includes your Back Number, the following documents will be required.

1.  ORIGINAL PHBA REGISTRATION PAPERS.  (PHOTOCOPIES WILL NOT BE ACCEPTED.)

2.  Health certificate based on Oklahoma State Department of Agriculture laws, which is thirty (30) days.

3.  ORIGINAL Negative Coggins (EIA), based on Oklahoma State Department of Agriculture laws, must be within twelve (12) months of date of horse show. The EIA test is required for equine that has been weaned.

Original PHBA Certificate of Registration must be presented to the Horse Show office to pick up your packet.  Photocopies will not be accepted. If the Original PHBA Certificate of Registration can’t be provided a temporary Duplicate Certificate can be issued but will not be released.  All rush fees and regular requirements must be met before the Duplicate will be issued.

 

Drug Testing

All horses entered in the show will be subject to drug testing and possible disciplinary procedures under the provisions of the PHBA rules.  Only the three approved drugs, Phenylbutazone, Flunixin and Acetazolamide as listed in the PHBA Rulebook will be allowed.   If any therapeutic medication other than what is allowed is used a Medication Report must be filled out completely and turned into PHBA within the time frame listed in the PHBA Rulebook.

 

Entry/Back Numbers

In all halter classes the entry numbers shall be worn on the exhibitors back.  In Hunt Seat classes the entry numbers should be on both sides of the horse.  Entry numbers in the western classes should be displayed on both sides of the horse.   In western driving, the number should be on the exhibitor’s back or the rear of the cart.  Any entry entering the arena without a number or with the incorrect number may be disqualified.  Exhibitors must use entry numbers provided by PHBA.  Exhibitors may use the pockets with the WCHS entry numbers so that PHBA horse show staff can easily determine that the horse has been properly check into the show.  Duplicate exhibitor numbers will be issued for a fee.  Exhibitors entering arena with numbers other than those issued by the WS may be disqualified.

 

Entry Blank

All entries must be made on an official WCHS entry blank (Photocopies of the Official entry form will be accepted).  Owners, exhibitors, trainers, etc, are responsible for errors on the entry blank.  The act of presenting an entry blank shall be deemed acceptance of all the PHBA and WCHS rules.  The World Show Entry must be accompanied by all appropriate fees, including but not limited to stall, drug, jump and cattle fees or it may be deemed incomplete and returned.   Futurity, Derby and Stakes classes may opt to send the first payment along with but not limited to the stall, drug, jump and cattle fees with their initial entry.  Following payments for the Futurity, Derby and Stakes classes are still due by the deadlines as stated on the entry form.  Entries should be sent via Certified Mail or a guaranteed delivery service (UPS, Fed-Ex).  Open/Amateur World Show entries should be mailed to PHBA, 15253 E Skelly Dr, Tulsa, OK  74116.  Faxed entries are accepted along with an approved credit card (Visa or MasterCard).  Originals must be mailed if entry is faxed before the entry will be considered complete.  A note must accompany the original so the credit card is not charged twice.   One Entry form is required per horse.

 

Exhibitor Changes

A change of exhibitor may be made on any horse only, prior to, the first go round of each class.  After that horse and exhibitor combination have entered the arena for the first time the same exhibitor must exhibit that horse all go rounds or finals of that particular class  All amateur or novice/amateur exhibitors must comply with PHBA Amateur Program rules.  Different exhibitors may show that same horse in different classes, except novice and amateurs, which must comply with the PHBA Novice and Amateur Program rules.  However, the same exhibitor must show the same horse under all the judges in the same individual class.  It shall be the responsibility of the owner or exhibitor to notify the WCHS office of any exhibitor changes. It is important that this information be correct for news releases to numerous publications and to the Palomino Horses Magazine.

 

Exhibitor Cooperation

Any individual who refuses to comply with the request of any WCHS Official, drug test personnel or employee, may be automatically barred along with their horses from further competition, removed from the grounds and may forfeit all previous winnings, entry fees and other fees.

 

Extension Cord Use

PHBA recommends the 1996 National Electrical Code to ensure that the public is not exposed to electrical hazards.  The Code has specific requirements for the type of extension cords that may be used and how they are used.  If extension cords are used at the PHBA World Show, Ground Fault Circuit Interrupter Protection (GFCI) is recommended.  The cord is sold at most building or electrical supply stores.  These cords are easily recognized, as there is a test and reset button on the cord.  Most of these cords have the words “GFCI protected” printed on the cord.  All 120-volt extension cords shall be three wire grounding type cords (recognized by the three prong plug on the end of the cord).   Frayed or damaged cords may not be used.  Extension cords may not be installed through doors.  These recommendations will help eliminate harmful or fatal electrical hazards to you or your animals. 

 

Final Interpretation of the Rules

The final right to settle all questions or disputes arising incidentally to the WCHS is reserved by the World Championship Horse Show Committee Chairperson(s) and Vice Chairperson(s) and PHBA President or authorized representative.  All participants or non-participants therein, as a condition of admission, give unqualified consent to such methods of settlement and agree in advance to be bound thereby.

 

Finals

If there may be a Championship final a maximum of fifteen (15) horses in those finals if a preliminary elimination is held as determined above.  World Championship placing will be determined by the time, score or placing during the finals only.  Scores will not be held over from the previous preliminary competition. 

 

Golden Horse

Horses must enter at least five events (Halter, Color and/or Performance classes) to qualify for the Golden Horse Award.   The horse accumulating the most points in the WCHS will win these awards.  A horse will receive one point for each horse placing below them plus one point.  Points are calculated through tenth place.  Should a tie occur the winner would be the horse earning points in the greatest number of events.  Additional ties will be broken in favor of the horse with the most first place awards.  Should a tie still occur, the winner will be determined by the flip of a coin.  Similar classes in different divisions will not be counted towards the Golden Horse Award.

 

In-Out Fee

Horses not wishing to purchase a stall must pay an in-out fee.  This fee does not include the use of a stall.  Also see Stall/Tack Stalls.

 

Judging

All World Championship classes will be multijudged.

 

Liability

The PHBA, its officers, national directors, officials and employees will not be responsible for any accident that may occur to, or be caused by any horse, exhibitor, owner, spectator present at the WCHS or for any article of any kind or nature that be my lost or destroyed or in anyway damaged.  Each individual will be responsible for any injury that may be occasioned to any person or animal or damage to any property while on the grounds by any horse owned, exhibited or in his/her custody or control and to indemnify and hold harmless the PHBA or any sponsoring organization, if any, from and against all claims, demands, cause of accident, injury, or damage to person or property caused by the ownerships, exhibitor or custody or control of any animal exhibited.

 

Membership

PHBA, PHBA-Y or PHBA-A membership is required for the horse to compete.  All owners, exhibitors, youths, amateurs and novice/amateurs must be current members in good standing with PHBA to show.  All amateurs or novice/amateurs must fulfill PHBA requirements.  All NSBA/NRHA classes require owners and exhibitors to be current NSBA/NRHA. A copy of the NSBA membership card(s) will be required for NSBA classes.  A copy of the NRHA membership card(s) and License will be required for NRHA classes. 

 

Minimum Number of Entries for Payback

All classes will be held as offered, regardless of the number of entries.  However, classes with six (6) or less entries will receive titles and awards, but no monetary payback.  Paybacks from the World Show are mailed after the drug testing results are obtained by PHBA.  Generally this takes 6-8 weeks after the World Show has completed.

 

MOVE IN DAY IS NO EARLIER THAN JULY 11 AT 8:00 AM

Another horse show has the grounds rented prior to the PHBA World Championship Horse Show.  If you arrive prior to this date you will be stalled in an alternative location and will be required to relocated and purchase new bedding on July 11th.   A Day Fee of $35.00 will be charged for each day prior to July 11th.

 

Moving Class Entry Fees from one Class to Another

Horses entered in a particular class may move money from one class to another class for the appropriate fees plus a twenty-five ($25) dollar office charge provided all other requirements of entry are met.  Also see Substitution of Horses.

 

National Points

PHBA will award a set of points for each of the judges.  Refer to the current PHBA Rulebook for Point Scale.

 

Novice Amateur Golden Horse

Horses must enter at least five Novice events (Halter, Color and/or Performance classes) to qualify for the Novice Amateur Golden Horse Award.  The horse/novice amateur team accumulating the most points in the WCHS will win this award.  The horse/novice amateur will receive one point for each horse placing below them plus one point.  Points are calculated through tenth place.  Should a tie occur, the winner would be the horse/novice amateur team earning points in the greatest number of events.   Additional ties will be broken in favor of the horse/novice amateur with the most first place awards.  Should a tie still occur, the winner will be determined by the flip of a coin.  All horse/novice amateur combinations must comply with the PHBA Novice Amateur Program rules.  Similar classes in different divisions will not be counted towards the Novice Amateur Golden Horse Award EXCEPT Amateur Halter and Amateur Color.

 

Novice Amateurs and Amateur Eligibility Requirements

Novice Amateurs and Amateurs must still meet the eligibility requirements of their respective programs during the year they compete at the world show.  Stallions may not be exhibited in Novice/Amateur classes.

 

Pattern Books

Pattern books will be for sale before and during the World Show.  Pattern Books purchased before the World Show will be available when you pick up your World Show Packet.  Pattern Books will not be mailed to you.

 

Payment Procedures

All entries are to be made in U S Funds and payable to the PHBA.  The fees or a credit card number (Visa or MasterCard) must accompany the entry blank for the entry to be considered complete. If your World Show entry fees are returned to the PHBA office due to a declined credit card or non-negotiable funds PHBA will require the World Show fees plus the non-negotiable charge to be paid in certified funds. If you choose to resubmit the entry blank, the second postmark with the certified funds will determine the entry fees.  Also see Returned Checks.

 

Pets

Owners assume all liability for any pet animals brought to the show.  All dog/pets must be on leashes while on the grounds.  No pets of any nature are allowed in the Livestock Arena. This is an Expo Square policy.

 

Positive Identification

Horses will be visually verified by markings and compared to the Registration Certificate in the make up area at the back gate Horses must be checked for the correctness of markings as shown on the original certificate of registration in the make up area at least one class before the scheduled event.  Failure to do so could result in a horse being excluded from the class.  PHBA may request that a correction be filed on horse papers if the markings do not match exactly. This is not an indication of the horse’s eligibility for registration, but an attempt to identify the horse. 

 

Postmarks and Postal Meters

Only postmarks from the U S Post Office are acceptable and are used in determining any and all deadlines (postal meters are not acceptable).   If an envelope contains a postal meter mark, which defers from a postal meter, PHBA will use the U S Post Mark to determine deadline compliance.

 

Preliminaries and Finals

All WCHS classes with thirty-four (34) or fewer entries based on last year’s statistics may be held as finals with no preliminaries. Classes with a minimum of thirty-five (35) or more entries based on last year’s statistics may be held as preliminary and a final.  Show management reserves the right to hold classes at the time originally scheduled for elimination if less than the required number of horses check in or enter the arena for competition during the preliminary elimination time frame.  All halter, showmanship at halter, Longe line and amateur Longe line and cattle event classes will be held as a final.

 

Refunds

There are NO World Show Refunds.  No exceptions.  If a horse is injured or ill before the World Show any and all fees will be forfeited.   See Credit Policy for horse’s deceased, injured or ill horses while on the World Show grounds.  Also see Substitution of Horses.

 

Registration Requirements

All horses regardless of age MUST be registered with the PHBA to compete at the PHBA WCHS. A rush fee may be applied if the horse is not registered within two weeks of the horse show.  All horses are subject to PHBA eligibility for registration requirements.  If protested PHBA rules and procedures will be followed.  All awards and titles may be revoked.

 

Returned Checks

Any check returned to the PHBA as non-negotiable will require certified funds to be mailed or brought to the WCHS office in order for the entries to be processed.  PHBA disciplinary actions may apply to any check not resolved.  The US Postmark on the envelope containing the Certified Funds will determine entry Fees.

 

Right to Refuse Entries

The PHBA reserves the right to refuse, accept conditionally and/or cancel any entries; also to disqualify exhibitors, prohibit exhibition of entries and cancel awards or prizes without claim for damage under the PHBA rules.

 

Scratching/Withdrawing From a Class

Please advise the WCHS office if you plan to withdraw from a class so that the arena crew will not have to make unnecessary gate calls.  Any entry fees paid on that class would be forfeited.

 

Stalls/Tack Stalls

Each horse is required to purchase at least one stall or pay an in-and-out fee for the World Show.  The U S postmark (postal metered mail will be based on date received) will be used to determine assignment order.  All persons wishing to stall together must have all paid the same fee and submit the name of who they want to be stalled with in order to be located together.  No stall reservation requests will be accepted until full payment of stall fee has been received.  Tack stalls will be sold at the same fee for appropriate location.   Stalling changes will not be honored after July 1.  Any new entry taken after July 1st will have to stall in what area is available. Stall location request are not guaranteed. Stalls are for the duration of the show.  Bedding is not included in the Stall Fee.  Any horse not entered in the PHBA World Show, but requesting a stall may be stalled in an alternative location. Substitution of Horses

Entry fees for one horse may be applied to another horse for a fee of $100.00 only if PHBA is notified by 2:00 p.m. the day before the first day of the World Show.  Substitute Horses will be given a new back number to be exhibited at the World Show. 

 

Tax Information

Owners must provide their Social Security number or Federal Tax Identification number.  A 1099 M form will be submitted to the IRS if winnings are $600.00 or more.  Foreign residents must complete IRS form #1001 or 4224 or PHBA must deduct 31% of any monies earned.  Checks may not be distributed if PHBA does not have these numbers. All winnings will be subject to IRS and/or Oklahoma Tax Commission Rules and Regulations

 

THERE ARE NO QUALIFYING POINTS FOR THE 2005 PHBA WORLD SHOW IN ANY CLASS.

 

Turn back and Helping Horses

These horses are not required to be Palomino, but must have a 12 month Negative Coggins (EIA) and a 30 day Health Certificate. Any horse not entered in the PHBA World Show, but requesting a stall may be stalled in an alternative location on the grounds.

 

TV & Media Release

Presentation of this entry form shall be deemed as acceptance of the PHBA TV & Media Rule found under the PHBA General Rules.

 

World Championship Show Program

No special handling of World Show Entry Forms will be allowed.  Entries postmarked on or before the first entry deadline will appear in the World Championship Horse Show Program and will be listed on the PHBA web site. PHBA’s web site is updated weekly with new entries. Entries postmarked after the first entry deadline may not appear in the PHBA World Championship Horse Show Program.  No supplement will be printed.  The July issue of the Palomino Horse magazine also serves as the World Show Program.  One issue of the World Show Program is provided per owner in your World

Show packet.  Additional copies are available for $2.00.

 

WCHS Class Tabulation

All judges’ placing/scores are tabulated for the preliminary elimination and finals.  In stakes classes all four (4) judges scores will be tabulated. In all other classes the low score or placing will be dropped.

National Two Year Old Snaffle Bit Futurity, National Three Year Old Western Pleasure Derby, Four Year Old Western Pleasure Maturity,

Amateur Western Pleasure Stakes, Hunter Under Saddle Stakes, Longe Line Stakes, Amateur Longe Line Stakes, NRHA Reining Stakes, NRHA Amateur Reining Stakes and NRHA Youth Reining Stakes classes.

 

Seventy (70%) percent of the entry fees will be placed in the purse.  First Go Round pays 5% under Judge A and 5% under Judge B of 70%; Second Go Round pays 5% under Judge C and 5% under Judge D of 70%; Combined scores of all four judges will pay 20% of 70%; Exception: Longe Line is one go round under all four judges.  NRHA/PHBA Reining is 1 go under judges.

 

PHBA reserved the right to run any and all NSBA classes as 1 go instead of 2 goes.

WCHS Tiebreaker System

The computer will first take the low score that was dropped from the judges placing for the tiebreaker, and then if needed the computer will randomly select a judge’s card for the tiebreaker judge in the score or placed classes.  All ties will be broken in compliance with the PHBA Rule Book for that respective event.  If this does not break ties then a coin will be tossed.

CREDIT POLICY ONLY ON DECEASED, INJURED OR ILL HORSES     -      NO REFUND ON ENTRY FEE

 

1.

A.  The owner of record may request entry fee credit if an animal is injured or becomes ill while at the World Championship Horse Show or for the death of any animal before the show.

 

B.  In the case of animal death, prior to the beginning of the World Championship Horse Show, the owner of record must provide a written request to the PHBA prior to the last class.

 

C.  Veterinary certificate must be provided and PHBA original certificate of registration forfeited to the PHBA.

 

2.

A. If a horse becomes ill or injured at the World Championship Horse Show, the owner of record or authorized representative as indicated on the entry blank, within twenty-four (24) hours of the injury or illness, may request an Entry Fee Credit and give notice in writing of their intent to withdraw.

 

B. A veterinarian's statement must be provided with the request to withdraw and given to the World Championship Horse Show Representative who shall submit all documents to an appropriate committee for review.

 

C. Entry fees of all entered classes, following official notification of withdrawal are eligible for Entry Fee Only Credit.

 

D. Any class in which a withdrawn horse has entered the arena is no longer eligible for the Entry Fee Credit.

 

E.  Any horse that utilizes the Entry Fee Credit option will be ineligible to continue competition at the World Championship Horse Show.

 

3.

A. Entry Fee Credit will be provided for entry fees only.  Fees such as, but not limited to, stall fees, cattle fees, jump fees, are not eligible for credit consideration.

 

B. Entry Fee Credits can be applied to entry fees only for the current owner of record for the following year PHBA World Championship Horse Show.

 

C.  Entry Fee Credits not used during the following year PHBA World Championship Horse Show will be forfeited.

 

D.  Entry Fee Credit funds will be removed from the current year World Championship Horse Show payback schedules.

 

E.  Entry Fee Credits are specific in value and are subject to any entry fee increases that may occur the following year.

 

F.  Entry Fee Credits may only be applied to PHBA World Championship Horse Show entry fees.

 

G.  Any request not received prior to the last class will be ineligible for consideration as an Entry Fee Credits.
